IP2 is a new start company founded by Mike Kellett & J, Morgan to build a revolutionary global mobile platform that will rival any offering presently on earth today. It utilizes a revolutionary Intelligent HLR which is completely proprietary built and represents a ten year project and years of research & development. In partnership with its strategic partner GSM1, IP2 will complete a new European based HLR for the management of subscribers on the new Global GSM platform supporting a new type of MVNE/MVNE called VMSE (Virtual Mobile Service Enabler) and VMSP (Virtual Mobile Service Provider)

It achieves something that has so far eluded even the most powerful international operators such as Vodafone & Telefonica. For the first time it creates a Globally Uniform Mobile Service with Total Call Control that is powered from within the Mobile Network. IP2 becomes a new type of Global Operator where all services are uniform and are not dependent on Camel 4 or local operator support. IP2 Manages everything a subscriber does from one location in real time, irrespective of any local network incompatibility.

It does this from within the existing mobile networks and does not require SIM applications or Handset software. This makes it 100% compatible with all GSM handsets even 2.5 G versions widely in use in developing countries. Call costs can be drastically reduced without the participation of other operators.


IP2 IS based on proprietary technology which  IP2 Co founder Mike Kellett calls ‘The Mother of All Global Mobile Solutions’ This unique technology was developed by IP2 co-founder Mr. J. Morgan and is based on the SS7 signaling protocol. Since SS7 was defined by the ITU in 1977 Joe saw the incredible power of this protocol in providing Total Call Control of Global Mobile Subscribers. Originally solutions were developed as a solution for CDMA mobile subscribers whilst roaming in the United States of America. Some of the very first prepaid mobile services in the US were based on this ground breaking technology. This led to further great advances and eventually to the global commercial launch of the technology through IP2 in late 2009.

The beauty of using SS7 is that the signaling is separate and distinct from the telecommunications channels that will ultimately carry the telephone conversation. With Non-Circuit-Associated Signaling, it becomes possible to exchange signaling without first seizing a facility, leading to significant savings and performance increases in both signaling and facility usage. Joe discovered that the SS7 communicating capacity available on all mobile networks is very underutilized, leaving a great capacity to do so much more. Being a high-speed and high-performance packet-based communications protocol, SS7 can communicate significant amounts of information when setting up a call, during the call, and at the end of the call. Joe so the opportunity to develop numerous rich call-related services.


The new IP2 Platform to be completed in late 2010 will have a virtually unlimited capacity for managing global mobile subscribers. The existing commercial platform built by IP2 Co-Founder Mr J. Morgan presently handles 2.5 Million Subscribers in South America. IP2 is presently negotiating with a number of Mobile Network Operators who will contribute to global reach of the IP2 mobile platform that presently will cover over 450 GSM mobile networks. 


While the IP2 Dynamic HLR works with any air interface, the following disscription will reference the GSM Air Interface, inasmuch as 98.7% of all International Roaming is completed on a GSM Network.

Many travelers will purchase a “Travel SIM” at the airport and use an alternative carrier while out of his “Home Country” away on business.

This is both inconvenient for the user, (inconvenient for his contacts to be required to dial an alternate number) as well as financially bad for the “Home Carrier” because thy lose ALL of the Roaming Revenue  (and they have, in affect, lost contact with their customer).

IP2 Platform AtlantaThe IP2 Technology manages multiple IMSI’s in real time pursuant to the market in which the subscriber registers.

Then the Technology manages all customer profiles and call routing automatically via standard SS-7 message sets which are dynamic and may be updated in real time according to the subscriber, the market in which they are registered and the abilities of the serving market.  This includes being able to operate in a Non-CAMEL compliant market, while the IP2 Platform delivers fully compliant CAMEL messages back to the HOME carrier.


Because the IP2 Technology is Network based, the Home carrier is assured  that any change to any customer can be implemented at any time, quickly, efficiently and economically, inasmuch as there is no need to rely on OTA functionality or contact with, or interaction with,  the handset in any way.

Because the IP2 Technology is Network based, the Home carrier is assured  that any change to routing preferences can be implemented uniquely to one customer or across the entire roaming subscriber base, in milliseconds.

Because the IP2 Technology is Network based, the Home carrier is assured  that all interaction to this process only depends on standard SS-7 Signaling and requires no specialized adjunct equipment or software modifications to their existing equipment.

Because the IP2  Technology is Network based, the Home Carrier can allow their Pre Paid customers to Roam throughout the Globe in a more economic way with true uniformity of services.

Because the IP2 Technology is Network based, the Home Carrier can allow their Pre Paid customers to Roam in any Non-Camel market!

However, this does require an API for balance transfers and Real-Time CDR exchange, it would also require a change in the Home Carrier’s IR-21.


This approach allows you to segregate your traffic and then control your roamers to the resolution of a single subscriber, in real-time.

This manifestation can allow the Home Carrier to use it’s own Roaming Agreements and pricing or use more aggressive  IRSAs and pricing.  The IP2 Dynamic HLR manages all your rule sets in real time, pursuant on any variable that is encapsulated in a SS-7 message,  time of day, serving carrier, supporting Market, location of the subscriber,  ANI, dial string, etc.
